Upgrading 2140 FTD

We are doing some testing with firewalls and are trying to connect a Firepower 2140 to an FMC server. I ran into a versioning issue where the FMC is requiring the firepower to have a version above 6.4.0. The current device i have is on version 6.3.0. So I am attempting to upgrade to 6.4.0 but keep getting the following error in FTD CLI 

OUT: [221215 11:40:34:064] Starting script: 800_post/100_ftd_onbox_data_import.sh
OUT: chroot: failed to run command '/bin/sh': No such file or directory
OUT:
OUT: [221215 11:40:35:355] MAIN_UPGRADE_SCRIPT_END
OUT: [221215 11:40:35:357] Fatal error: Error running script 800_post/100_ftd_onbox_data_import.sh

Looking at the log for that script it doesnt tell me any reason its fails other than it cant run the /bin/sh

Anyone have any ideas as to how to get the upgrade to run
