C4500x stuck in rommon mode when power off a few minute

I have cisco WS-C4500X-16. When I power off a few minute, switch stuck in rommon mode. And then I plug off power and plug in and then switch can boot os. Why switch cannot boot os when power off a few minute(10minutes).

I changed configReg=0x2102 like that and boot firmware from tftp server. Switch can boot os. And then A few minute power off, return back to rommon mode.
