I do not think so.  I do not believe those routers support EEM.  What version of IOS is it running?

They do support EEM. I believe the version I have is 15.1.

Sorry, I had assumed this was an EEM Tcl policy.  It is actually a voice Tcl script.  You could try it out based on the comments within the script, but I am not familiar with the UC series, so I do not know if it has the same scripting support as ISRs.
