NDFC - Data Interface does not have communication with the LAN

Hey guys!

I'm running a laboratory to deploy NDFC and I'm experiencing problems communicating with the DATA interface.
Even configuring it on different subnets (Management and Data), pointing the routing to my Nexus management and instigating traffic, the interface apparently does not go up.

My Fabric is Classic LAN. I'm not using EVPN, VPC or anything like that, I'm doing discovery through direct SVI.
I can discover the equipment through the management interface but the data interface does not work at all.
Has anyone experienced this or have any idea what it could be?

NDFC Scenario
Management: 192.168.254.10/27
Persistent IP 1 - 192.168.254.12/27
Persistent IP 2 - 192.168.254.13/27

DATA: 192.168.254.60/27
Persistent IP 1 - 192.168.254.61/27
Persistent IP 2 - 192.168.254.62/27

VMware Host: 192.168.254.2/27
vSwitch - Trunk Ports
VMWare VMNICs communicate over the same Ethernet port.

SwitchL3:
SVI 3000 - 192.168.254.1/27
SVI 3001 - 192.168.254.33/27

I have normal routing between the networks and via bridge with the virtual laboratory too, only the DATA interface does not go up. It doesn't appear in ARP, it doesn't respond to ping, nothing works.
