Hello Dears,

Kindly i need to upgrade CISCO ASR1009-x From This version
Cisco IOS XE Software, Version 03.16.02b.S - Extended Support Release
Cisco IOS Software, ASR1000 Software (X86_64_LINUX_IOSD-ADVENTERPRISEK9-M), Version 15.5(3)S2b, RELEASE SOFTWARE (fc1)
So Please what is the preferred Version without any bugs to not have any problem

Last stable as per cisco was 16.2.X

If you are using RP3 then look for - 17.9.3

All versions have bugs.  It is up to the operator to read through the Release Notes and evaluate.
