cisco 150ax initial boot up forever

Hello, 

I just bought a cisco 150ax. I'm trying to start it, but it stucks on changing green -> red light in an endless loop. I called my internet provider to white list its mac address that was written on the AP. Do I need an internet connection to finish the process at all? Is there a way to connect to the device other then connectiong to "CiscoBisness-Setup" and using the mobile app or WEB UI? I can not get to the point when WiFi "CiscoBisness-Setup" is ready and I can not join to it. 
Please tell me how to proceed?

Why would you do that? The 150AX is not an Internet router. It is just a WiFi access point. You need an established local network to use it. Your Internet provider does not have to know anything about that access point since it will be on your local network.

beware: The access point will take about 8 - 10 minutes to boot. ( CBW 150AX Day Zero Configuration - Cisco )

how long did you wait for "endless"?

p.s. the AP does not need internet connection for setup, only apply power (cube or PoE)
