I have a potential employee that states he has a CCNA and CCNP. He wont present the cert number. How can I validate that he is certified or not?

until he gives a CCO ID or number you can not validate, if he is not showing the validation, the offer letter should be on hold, if that is company policy.

Personally, I am really not much or keen for certs,(sometimes I myself don't have many certs) I look for candidates' work experience and working nature to see candidates can join the existing team to help.
Cert only helps a certain level of degree assurance, but not 100%

We've caught several candidates who claim to be CCNA/CCNP/CCIE and we believed the numbers they've provided are either "incorrect" (anyone can provide any random six-digit number) or someone else's certification numbers.
During the opening stages of the application process (and before the interview stage), we tell shortlisted candidates of a hands-on, practical exam before the interview stage. You have no idea how many bows out.

There is no guarantee that even if the candidate provides a "number" that this number is legitimate or even belongs to the candidate.
Let the candidate undergo a hands-on, practical exam.
