I have loaded the Open DNS setting and made sure IPv6 is disabled. It is still allowing adult content.
Ran all of the Command prompts suggested, results below. Please help, kids are on school holidays need to keep them safe online.

There is no "Open DNS Parental Controls". But there is a dashboard where you can configure what you want to have blocked. It is irrelevant if you use this feature for parental controls or for other purposes.
You are already using OpenDNS for your DNS, but your dashboard settings do not take effect yet, because you have not created a network or not registered your IP address 118.93.203.244 at https://dashboard.opendns.com/settings/
Therefore OpenDNS cannot associate your DNS queries with your account and settings. You must explicitly block there what you want, else OpenDNS doesn't block anything, of course.
