Hi,

it looks like you have another Web filtering method.

Your web traffic is filtered via Web Proxy, which is a tool that is doing inspection of you web-traffic (all your web communication is redirected to this proxy server and this proxy server is connecting to targeted URL-Website that you requested and inspect if the Website is not malicious - the rules are customizable you should contact your network administartor)

Or you could set up your proxy server yourself, you can add it in your browser setting or in your operating system setting.

For Example:

It can filter traffic based on geolocation.

It can filter traffic based on content of the website and so on.

Vojtěch is correct.  You do not get the OpenDNS block page, but a block page from another service.  You must whitelist on this other service then.  Whitelisting at OpenDNS is useless, because no blocking occurs through OpenDNS.

Also, as long as you use a proxy service, you generally cannot use OpenDNS anyway, but you'll be using the DNS service configured on the proxy server, whatever this is.  Check here: http://welcome.opendns.com/
