OS: Windows 10
Router: Cisco Linksys
DNS is setup on router and workstation.
IP address is configured correctly: 76.107.120.119
I have restarted router and PC and flushed DNS.
Output of "nslookup -type=txt debug.opendns.com.":

Server: resolver1.opendns.com
Address: 208.67.222.222
*** resolver1.opendns.com can't find debug.opendns.com.: Non-existent domain
When I go to :https://www.opendns.com/welcome/
I get the oops splash page and am told I haven't configured it yet but on the OpenDNS Updater v2.2.1 software, I am told that I am using OpenDNS.

Do you have Avast with the "Real Site" option enabled? Disable it!
If it is not this, then it seems your ISP redirects your DNS traffic to their own DNS service. You may be able to circumvent this restriction by using https://dnscrypt.org/
