I changed the DNS settings to open DNS on the PS3 because I have U-Verse and it doesn't allow me to change it on the router. I cleared history and cache on the browser and it still allows porn sites to be accessed. What am I doing wrong.

It's possible that your ISP redirects all ISP traffic to their own servers.
At an absolute minimum you need to make sure you IP address is correctly registered on your OpenDNS dashboard and make sure the categories or domains you want blocked are properly set up.

You should also check whether or not filtering is properly working on a PC in addition to whatever checking you are doing on the PS3

Simply start with verifying that you're indeed using OpenDNS on the PS3. Visit http://welcome.opendns.com/ with the PS3 browser.
If you're not using OpenDNS (i.e. not sending your DNS queries to OpenDNS), there is no chance for your settings to take any effect.
