Is is possible to block this site?
I've had it listed for an hour now and it's still accessible.

Sure, it is possible. But you need to flush your caches after each settings change, else you will be served by your caches, not by OpenDNS.

what is with plus.google.com, somehow it is still accessible even its on the whitelist to be blocked. Flushing DNS cache did not work.

It is accessible because it is on the whitelist. You must add it to the "always block" list instead.

Hi, I double checked your block/allow lists and currently there are no domains listed in your account, only the moderate filter setting has been enabled. Please do the following:
- Log into your account at https://dashboard.opendns.com/settings
- Click onto your network and scroll to the bottom of the page
- Type plus.google.com into the field and choose always-block
- Next,
please flush your browser and DNS cache by following the instructions below:

Your IP address looks fine, so you should be blocked by your settings, unless your service provider is blocking (or hijacking) your DNS, which you will need to contact them confirm if they permit a 3rd party DNS.
