Why is Wal-Mart being blocked

Yes, tell us why it is blocked by your personal dashboard settings, by looking at the diagnostic info of the block page and by looking at https://dashboard.opendns.com/stats/all/blockeddomains

The most likely reasons are that you have one of the following categories blocked:
Ecommerce/Shopping, Weapons, Business Services
https://domain.opendns.com/walmart.com

Or that you have one of the following domains blocked which are the real names for the alias www.walmart.com:  www.walmart.com.edgekey.net   e4373.x.akamaiedge.net

I’m having the same problem. None of those categories are blocked in my settings, I have whitelisted the 3 Walmart domains, and have cleared my browsers cache. My dashboard is also not showing any blocked requests. For me this started at least 2 days ago and is affecting my Walmart and Walmart grocery apps in addition to the Walmart.com site. I had previously used each of these successfully since I had last updated any OpenDNS settings.

What are "the 3 Walmart domains" you have whitelisted?
Is the correct IP address registered at https://dashboard.opendns.com/settings/ ?

Now copy & paste the complete plain text output of the following diagnostic commands to here:

nslookup -type=txt debug.opendns.com.
nslookup www.walmart.com.
nslookup another Walmart domain.
nslookup another Walmart domain.

I am attempting to access from mobile, I believe I have to use PC for diagnostic tool. I will hop on my computer to do that now and will update momentarily.

I have re-verified that the correct ip address is registered.

Please forgive my ignorance - with the diagnostic tool the results themselves cannot be copied/pasted, but from within the url it provides there is a very long result set. Is there a part of this that you are needing copied/pasted? Or should I be running this from the DOS Command Prompt and pasting those results instead?

Yes, you run it only from the command prompt.  This is the only place were you can run commands anyway.

As I said, I need to see "the complete plain text output" of the commands, at least from the first two commands.  From my side it looks like this:

146.112.61.106 shows that www.walmart.com is being blocked by a category selection for you.

The problem is that you try to use Netgear LPC ("device 0000CEC25E8E9D38") and OpenDNS Home ("originid 114532840" with 198.217.123.54 registered) at the same time.  This is not possible.  These two services are incompatible, and you can use only the one or the other to get consistent results.  Clean this up, and you will no longer have issues.

If you don't know what to do, tell me your decision about what service you will be using going further.

That resolved it. I disabled the Netgear LPC and was immediately able to access the site. Apparently the Netgear LPC (even when joined to the OpenDNS account) uses different settings that are managed separately. Thank you for the help!

Yes, sure, the two services use each their own settings.  That is why they are not compatible.

OpenDNS Home dashboard: https://dashboard.opendns.com/settings/ 
Netgear LPC dashboard:  https://netgear.opendns.com/ 

Both services are powered by Cisco/OpenDNS, but this does not mean that you can use both of them at the same time.

I believe it is safe now to remove these unnecessary entries again in case you do not have the related categories blocked.  As you said: "None of those categories are blocked in my settings".

My wife began complaining about the walmart.com not working on mobile a couple of days ago (no problems before that). I turned off the Weapons category and now it seems to be working.
