On one computer on my network, with both Windows and Linux, Opendns says I'm using it, but filtering does not work. Filtering works on all other devices on the network.

There is nowhere near enough information here to figure out what is going on, let alone to solve the issue.

As such, please provide the following information so that we can look deeper at the issue. All of these commands should be run from the computer that you said is not getting filtered.

Please copy and paste the complete output of the following commands. If you choose to provide a screenshot rather than pasting the text do not provide a link to a third party website since it's very possible that the security conscious people reading this forum have that domain blocked. Instead use the "Attach file" link at the bottom of this page. Note, the periods at the end of each command are part of the command, do not omit them or the results won't be usable for diagnostic purposes.

The question here is: do you want to use Netgear LPC or OpenDNS Home?  Currently you're using both, and you get inconsistent results, because these two services are not compatible.

Disable either the one or the other service, and you should be good to go.

rotblitz: That was it. Thank you. After I disabled Netgear LPC, filtering started working properly on all computers on my network.
