The MGMT port on the 15305 and 15302 is designed exclusively for management. SNMP is the main interface for manamgement (tftp and telnet are also used).
The 15302 & 15305 will send traps out the MGMT port to addresses listed in the community-handler table. Working from the ONSCLI prompt you can see this information as follows:
ONSCLI>Community-Handler\show

0.0.0.0 public super disable
(Note you can also see and change this information using the EdgeCraft.)
Having an IP address of 0.0.0.0 means that any host can manage the device (aka Network Element) with SNMP. However traps are disabled. Enabling traps for 0.0.0.0 is useless. The device needs an explicit IP address where it can send traps.
If your management station is at 10.1.1.1 then this will start the flow of traps:
ONSCLI>Community-Handler\add manager=10.1.1.1 c=public access=super trap=enable
I hope this helps. I'm not sure what you meant by "traps to outside (i.e. can bind IP address?)" so it's possible my answer is way off target.
