2F BLSR cannot clear lockout

Greetings.

I have a 2F-BLSR and I upgraded from TCCs to TCC2s. All went well until I went to remove my locks from the spans, but it just locks up the whole network in that I have to reset (physically or manually) the TCC cards to get back to CTC!


I can clear one segment with no issues, but the second one hangs the system as above.

Fiber is running clean, zero errors.

Is there something I should look for or an order to bringing the ring back up to fully protected? It is running unprotected now.

Have you submitted this case to Cisco TAC? 

Which control cards were you starting from, TCC or TCC+?  I don't believe it would be possible to directly upgrade from a TCC to TCC2 without using a TCC+ card in-between (due to software compatibilites). The TCC is compatible up to 2.x, The TCC+ up to R4.1, the TCC2 starts at R4.0.
