Can the Cisco ONS 15454 establish multiple VLANS accross one STS-1? Or does each VLAN require a dedicated STS-1?

An ethernet circuit can carry multiple VLANs.

If you read this section of the documentation about configuring ethernet circuits you will see that you actually assign VLANs to the circuit during circuit creation, which can be modified later.
The example only shows adding one VLAN to the circuit, but you can add multiple.
