I have OTU2-XP ...
Now I need to configure it as 10GE LAN Phy to WAN Phy using ONS-XC-10G-S1=...
After provisioning the card configuration, what else do I need to do?
Do I need to create a circuit for this requirement, LAN Phy to WAN Phy?

Yes, all you need to do is change the card mode to 10GE LAN to WAN. You don't need to have a circuit associated with the card.

I was able to have this setup running thru 10GE tester in port 1 (LAN) and placing a hard loop on port 3 (WAN)... I just need to validate the actual applications when connected.
Based on the testing the throughput is just approx 9.3Gbps.
What is supposed to be the max throughput on this? XFP used is ONS-XC-10G-S1=

The bandwidth limit is due to the WAN PHY spec. The XFP doesn't matter.
I can't find the official spec for WAN PHY bandwidth, but according to this link that details the differences between OC192c, WAN PHY and LAN PHY, the 9.3 Gbps data rate you are seeing is to be expected.
Look at table 4:
