Serial1/1/0.1/1/4/3:0 is up, line protocol is up
  Hardware is SPA-1XCHSTM1/OC3
  Internet address is x.x.x.x/30
MTU 1500 bytes, BW 2048 Kbit, DLY 20000 usec,
     reliability 255/255, txload 116/255, rxload 6/255
Encapsulation HDLC, crc 16, loopback not set
  Keepalive set (10 sec)
Last input 00:00:01, output 00:00:00, output hang never
Last clearing of "show interface" counters never
Input queue: 0/75/0/0 (size/max/drops/flushes); Total output drops: 12055
  Queueing strategy: fifo
  Output queue: 0/40 (size/max)
  5 minute input rate 56000 bits/sec, 64 packets/sec
  5 minute output rate 937000 bits/sec, 91 packets/sec
1351190 packets input, 155951746 bytes, 0 no buffer

Look at your interface counters. you have crcs, drops and aborts.

1. clear the counters on this interface & note the time you did so.

2. do a show interface at 15 minute intervals for one hour, then again 24 hours after the orginal clear counters.

this will give you a measure of how bad things might be.

3. you need to then double check all the hardware from your router to the network point of presence clean connectors and verify light level.
