Hi, I am looking for an optical module with the following spec. I have two specs and I am looking for a module with which I can meet both
Spec 1
10Gbps
Input Power: -23dBm(min)to -7dBm(max)
Operating wavelength: 1550nm Single mode
Spurious degradation <3dB
Phase Noise degradation at SFP: Less than 3 dBc at 10GHz offset
Max. input optical power: +10 dBm
Op Temp : -10C to 55C
Spec 2

Input Power: -8.2dBm(min) to 0.5dBm(max)
Operating wavelength: 1550nm Single mode
Spurious degradation <3dB
Phase Noise degradation at SFP: Less than 3 dBc at 10GHz offset
Max. input optical power: 0 ± 2dBm min.
Op Temp : -10C to 55C

Not sure if you can find a model that supports both.
For reference, here's the SFP datasheet:
Quickly skimming through table 4 shows that no single module ranges from -23dBm to +0.5dBm.
That being said, this is one of those sections where it could be of value to ask your Cisco partner or reseller directly and ask, because they can utilize the partner sales channel resources to get detail info and guide you in what you're trying to achieve.

I'm curious why are you looking for such technical details ?
do you need this for performing measurements ?
normally it should be enough to look for an SFP compatible with
- the switch where it will be placed in the SFP port
- used fiber type (single mode) but what distance ?
distance has direct consequence on the signal levels needed, so you want a single SFP for both short-range and long range ?
- compatibility with the SFP at the otherend of the cable
be aware! using long range SFP over short distance cable may result in warnings that receive signal level is too high!
-> you can use an fiber attenuator to compensate
maybe such an attenuator is a solution that suit your needs ?)

With which equipment do you want to use these models? Does it have multi vendor support?
Also note that the specs given have 2 entries for Max Input power (maybe the other is meant to be an output power).

what is the requirement, is this for Long reach or short range of distance.
@Jonatan Jonasson - provided the datasheet of cisco product with range, then choose the right SFP for the purpose.
using wrong SFP may cause burn the SFP due course of time, we have seen that many time, especially when you using Long range.
