SONET provisioning issue - CTC

Hello community.  I've been looking but haven't found any relevant documentation.  I'm hoping someone has seen this before.

We have a SONET network based on the 15454 & 15310 platforms.  We are having an issue provisioning circuits.  When you attempt to provision a circuit (any type OC3, STS, etc.), we are able to pick the source device, line card, port, and channel but when we get to the destination device, we can pick the device but the line card and port are not even visible within CTC.  We initially thought this may be an authentication issue but after troubleshooting, we don't believe authentication is the cause.

This is all within CTC.  We can provision circuits via TL1 but that's painful!

do you see any link between the nodes (green line), that is important for circuit creation via CTC.

The map shows up just fine, we see the entire network with green links.
We're able to right-click on any link and see all the circuits traversing
the link.

is it the first time you see this issue?

if it used to work fine, can you re-launch CTC after deleting CTC cache from AppData- Cisco-CTC folder, delete entire CTC folder.
