These two port types are not directly compatible.
STM-1 is a Synchronous Optical Network (SONET) / Synchronous Digital Hierarchy (SDH) protocol WAN protocol specification and is using a different framing method that Gigabit Ethernet. See http://www.protocols.com/pbook/sonet.htm for an explanation of STM-1 and its framing.
Gigabit Ethernet is a LAN protocol. See http://www.protocols.com/pbook/lan.htm#Ethernet for an explanation of its framing.
I believe you need to use the PA-A3 Enhanced port adapter in your 7609. See http://www.cisco.com/en/US/docs/interfaces_modules/port_adapters/install_upgrade/atm/pa-a3_ATM_install_config/5117cfg.html#wp1038799 for details.

Are you trying to directly connect an STM1 port over fiber to a GigE port? Or are you trying to send traffic from a GigE port to a STM1 port on a 7609?
