3600s would be WAN edge for approx. 30-40 sites doing VOIP into a frame relay cloud back to corp. What would be the cost/benefit to using 3640 v. 3662s? Obviously, cost is a consideration.

The benefits of the 3662 is higher port density and more CPU power. CPU is especially important if you plan to do cRTP. But some of the QoS features you'll need (LLQ, LFI) can also be CPU intensive depending on your design

You should also consider the newer 3745. Much faster processor even than the 3660, more memory by default, better port density that the 3640 since it has two built-in FE ports and 3 WIC slots in addition to the 4 NM slots. Good price point, too.
