7940/60 plugged into POE 4506 getting static on the line

I think I have an issue with my 4506, but I am not sure. I have some pilot phones on a 4506 trunked through fiber to my 6509 core that has a CMM in it (plugged into the PRI)

I seem to be getting static on and off and not sure what this could be.

anywhere I should start to look?
