7970g not upload sip files, except term70!

Hi all, I try to upload the sip files from flash (router 2800 series) to cisco ip phone 7970g and  the phone not upload all files , only term70 . I set up tftp_server flash , load comand load 7970 sip70..... and I done couple times factory reset from the phone and still not working (booting term70 and stop after that and try again ) note : all sip files tar was uploaded to flash version 9.1! What I have to try next?thx

Please enable the following then power cycle a phone and provide the logs along with the MAC of the phone.

debug tftp event

debug tftp packets

debug ephone detail

Hi, thanks for answer , I load the sip file to the 7970 series but this phones are very sensitive !
