Analog Phones,VPN, and IVR

I'm looking for a low cost solution that allows a user to dial an extension on an analog phone that converts it to VOIP to an IVR system over VPN in a Data Center.

So basically it looks like this:

Analog Extension -> VOIP -> VPN -> VOIP IVR System

Is there a way to do this without service fees outside the cost of the WAN?

Once again cheap and easy are the keywords.

The easiest and cheapest way depending on the number of analogue phones is probably a VG200 series analogue gateway. This is most definitely the easiest to setup. There is little to no configuration on the box. Analogue pair presentation on one side ethernet towards your IVR system
