I installed the Attendant Console on Callmanager and am getting the following error message when I start the client after logging in.
Initialization of Call Control Failed. Retrying
I can go online, and the pilot point is functional, but I can't use the Console.

Here is the procedure for new Attendant console install
1) Download Attendant Console Software.
<<< This is for CCM 3.1(3a) AND ABOVE. >>>
2) Run the self-extracting exe on all CallManager boxes to replace the
existing TCD server. The new service is also called Cisco Telephony Call
Dispatcher.
3) Download the new Attendant Console client plugin from the CCM plugin
page in your desktop(It is still called WebAttendant on the plugins page).
4) From the user admin pages, Create a user 'ac' with password '12345' and
associate all pilot points and agent phones (phones controlled by attendant
console) with this user. user "ac" is not a web attendant user ...this is a ccmuser
5) Add Web attendant user
(6)restart TCD service

I did follow those directions when I installed. I did previously have Web Attendant on and working. Is there a possibility of a conflict on the client side?
Also, the apps service is loaded on this server, but is currently stopped.

Make sure you have all the DNs for Attendant and Pilot point associated to user "ac" . This is a CCMUser and not a web attendant user.
Also check out the following URL for apps related issue with Attendant console.
http://www.cisco.com/warp/public/788/AVVID/ac_apps.html
If you are still having issue, open a tac case , we will need to look at acclient.txt
the trace file on client.
