Call Manager QSIQ connection to turret PBX

Have a customer that has a turret system connected via an MGCP qsig connection to CallManager. Occassionally, a turrent phone will not recieve ringback on certain calls. Calls are directed through CallManager to an MGCP PRI gateway to the PSTN. Any thoughts?
