I have two CCMs in the same cluster. When the publisher is down(either shut down or cable disconnect) and the subscriber becomes active, callback feature on IP phones is failed.
I have checked the Computer Telephony Integration (CTI) and Cisco Extended Functions (CEF) services are registered on the subscriber. The callback feature is still failed even I restart both CTI and CEF services on the subscriber.
Just wonder if it's normal to lost the callback feature during CCM failover.

This is correct. Callback requires a database write and none can be performed whilst the Pub is down. The same applies to any other feature that also requires DB writes (i.e. EM logout/login, CFWD all etc).
