Can't update firmware on 7970...........

Hi forum.

I have a CCME c1700-ipvoice-mz.123-11.XL1, with Version 12.3(11)XL1 on it. Should support 7970 now as far as i know !?

On the 7970 I have load file <TERM70.6-0-2-0S> I want to upgrade to latest version <TERM70.6-0-2SR1-0-5s.loads> from my TFTP server. However my 7970 don't grab this new image file - How come ? Instead I get <error updating locale>

Trivial File Transfer Protocol (TFTP) must be enabled on the router to allow IP phones to download phone firmware files.
