Can TCL IVR 2.0 API be used to create an outbound message system/

A regional health group wants to use CiscoIOS gateways to generate outbound messages across the PSTN. Can this be done using the Cisco TCL API 2.0?

You don't require any drivers for setting up your uBR 924. I hope its loaded with IOS firmware .you can refer the following link for more details,
