This issue is documented in Cisco bug ID CSCea78445.
For a workaround, delete the HKEY_LOCAL_MACHINE\SOFTWARE\Cisco Systems\LocaleInstaller registry key by performing these steps:
Click Start, and click Run.
Type regedit.exe, and click OK.
Navigate to the HKEY_LOCAL_MACHINE\SOFTWARE\Cisco Systems\LocaleInstaller key.
Delete the LocaleInstaller key.
Once you delete this registry key, you need to reboot the server and reinstall the locale installer.
Note: Once this is done, wait at least 30 minutes (preferably longer) before you manually end the process.
