Cell phones can't hear ringback

When certain cell phones (Nextel at least) dial into the voice gateway (vg200), they do not hear ringback. It seems to be limited to a few Nextel phones, but what is really going on? Shouldn't the telco send the ringback tone? Why only a few phones?

In your voip dial-peer, you may need a "progree indication" command line in order for the VG200 and the PSTN to be in synch with the state of the setup of the call.

This is an example of one of my dial-peers:
