CER Pub/Sub switching primary role constantly

Anybody seen this before? I did in my last install, but I thought I was seeing things...

When i log into CER pub to perform administration, every few seconds it swaps back over to the sub. Few more minutes, back to the sub....then back to the pub. It does this constantly and makes trying to get work done almost impossible. Anybody have a fix for this? Mind you, this is a freshly built server pair. It was fine until I rebooted the systems a few days ago. Now it won't stop.

I've fixed my own problem here. After further investigation, I mistakenly added the Publisher server as the primary CTI server. Replaced the ER configuration with the Subscriber IP and made the Publisher a backup CTI server. Also, TAC told me there is a bug with the same symptoms, but different conditions. It's CSCed87453

CERSysAdmin failsoever to Standby CERServer whenever updates r done. Too bad I can't rate myself.
