IP BASED INTEROPERABILITY AND COMMUNICATION SYSTEM
(IPICS)
IPICS is a comprehensive, IP-based dispatch and incident response solution. Its features include an
enhanced dispatch console, ultra high frequency/very high frequency (UHF/VHF) radio
interoperability, emergency first responder notification, and integration with IP phones, cell phones,
PCs, and mobile devices. IPICS puts the power of live mobile video and multimedia-enhanced
communications into the hands of public safety personnel and provides a cost-effective way for them
to communicate when using incompatible radios.
As part of the Connected Physical Security portfolio, IPICS should easily trigger or receive
communications from VSOM and Physical Access Control or third-party applications, further
enhancing situational awareness, response time, operational efficiency, and cross-agency
collaboration during a critical event. The important point to note in the design is to consider
compatible radio set, per recommended list to avoid compatibility issues.
Integrate PSS with IOC dash boarding & analytics applications for monitoring critical areas
like Perimeter, low occupied & dangerous areas. Emergency Alerts shall be generated based
on Analytics.
Safety & Security Operations Manager to integrate with Digital Signage system. Ability to
override the display at Digital Signage.
Safety & Security Operations Manager to integrate with Traffic Management system to ensure
quick view of areas in case of emergencies, such as emergencies, fire alarms or evacuation
of buildings
The core elements of a city wide system should be based on open industry standards:
o Communication - IP based
o Data Format - XML (extended Markup Language) and SOAP (Simple Object Access
Protocol)
o Database - Open standard database software (i.e. SQL - Structured Query
Language)
o PSS integration with common Admin Policy manager to ensure appropriate work flow
during emergencies.
o Integration with Messaging server, Walky talky (Radio Devices), Unified
Communication.
o Integration with Face recognition and License Plate recognition application to prevent
unauthorized entry.
