Hello All,
Just a quick question I can't seem to find an answer to.
Does anyone know if the free Webex Developer account allows you to create and test APIs for the WebEx Messenger?

You may use any API endpoint offered as long as your account has the requested roles and licenses.
If you want to check other APIs, you may also request a developer sandbox: https://developer.webex.com/docs/developer-sandbox-guide
