Regardless of where the T is placed a 1+10 strings would still be matched. look at the example below.

The T is this case would only specify how we know the end of dialed digit and also allow us to collect more digits if neseesary. Without a T the router would use the default interdigit timeout as the end-of-dialed digit strings and process the call.
The [0-9#*T] and [0-9#*]T meas exactly the same thing.
