You need one failover dongle only.

Thanks for the update.
New question. I currently have a Unity server providing Voicemail support ONLY - no unified messaging. This server is the PDC. Can Failover to a secondary server be implemented successfully, so that if the Primary server (along with the PDC) fails, Voicemail will failover properly to the Secondary Server?
