FXO doesn't detect busy signal after transfer

If I'm calling on voice-port, it will pickup give me dialtone, press internal number then hangup on my side. Extension will call about 2 minutes

It's seems it doesn't monitor line in transfer, because if I do enable connection plar opx, its will stop calling almost immediately after far end hangup

here is part of my config:

In this case call cumming to FXO and transferred to another FXO.
