Is there a possible way to edit the contents of http://server/ccmuser ? Basically, we would like users to log in and the only have these options available:
Forward all calls to a different number
Change your Password
Change your PIN
Has anyone performed something like this yet? If so, could you please elaborate? Thanks in advance.

Hi Oliver,
Yes, you can modify that. You have to modify the file options.asp located in C:\Ciscowebs\user. I am not an asp expert, but I just deleted only the lines that were pointing to other services (like speeddials)in that file, and it worked. Hope this helps.

We have 3 subscribers in addition to the publisher. Do we have to edit all 4 CallManagers or can we edit the Publisher so it will replicate to the subscribers?

It is sufficient to edit the server where the users are pointing to. For example if the users are pointing to publisher by using http://publisher/ccmuser, just modifying in the publisher will do.
