I have read all related posts to this issue and we have verifyed everything is in accordance. When we try to import an individual user from with in Unity SAadmin or from the bulk import utility, we only see 3 out of over 1000 users. The Unity Server is in the same site as the other two Exchange servers, we made sure the Allow Rich Text flag in raw properties was set to 1 as well as made sure the Voice mail user ID was empty. Untiy was never uninstalled, this was a clean install from scratch. Actually, first we installed 2.45 and then upgraded to 2.46. We even went and added the regisrty key to allow the hidden users to be seen by Unity. We don't know where else to look.

Thanks,
David

What containers (relative to the site container) are the users stored in? Any chance they are in a peer container to "recipients" instead of in the recipients container or below? Unity, by default, only looks in the recipients container and lower for users. You can change it with a registry edit however.
Check out this post for details on how to change it if you need to or you can get the RegistryEdit tool off my web page which will also help here:

That looks like it was the problem.
Thanks
