We have a MCS-7825-H1-IPC1, does anyone know what version of hardware detection CD and OS we should load?

You will need 2000.4.1 discs. Both h/w detection and OS are in one disc. Then you may download the 2000.4.2 exe and 2000.4.2sr6 from CCO and patch the OS.

Is the answer valid for 7845-H1-IPC1 as well?

I think that holds true.

Last time I remember using the 2000.4.1 discs with a 7845-CC1.

I have seen with the 7835s that they ship with 2000.2.7a
