How can I enable

mgcp package-capability fxr-package

on the router (E1 voice gw) configured by UCM-MGCP?

If it was enabled directly on the router it is cleared by UCM after reload.

Is there any solution or workaround?

you probably have ccm-manager config server X.X.X.X

remove that line to avoid CUCM push config into the router

But I think that this is just workaround, because I can't control (reset, restart) mgcp-gw from UCM without this command.

?????? that is incorrect, the command that gives control over the GW is ccm-manager MGCP. that one does tell the GW to listen to CCM, anyway you never really reset or restart the GW, only the communication channels between CCM and GW. to reset MGCP or restart GW you need to do it on the actual GW.
