When I ring a external international number that is engaged from an IP phone I am not getting any busy tone.
When I dial the same number from a mobile phone I am getting a recorded message from the carrier saying that the number can't be connected.
Is there a configuration on the CCM to pass the engage message to the IP Phones?

What kind of PSTN connection and voice gateway do you have? I have a VG200 with a PRI line and a T1 CAS line. I get the same thing from my T1 CAS line, but NOT from my PRI line. My voice gateway is setup in MGCP mode.

try it with : ""voice call convert-discpi-to-prog"" global command.
