Number Unobtainable Tone

Any one any ideas about NU Tone being received by callling party when the called party is busy - i.e the router is returning the wrong code??

This is from site to site using gatekeepers. and QSIG connected PBX's

I have come across couple of bugs (The other way around) i.,e playing busytone for a NU tone, but not this case. It is better to check for any known bug in the Bug tool kit
