I use Cisco Attendant Console 1.2(1 ES7).
How appoint WebAttendant user for only specific extension Cisco IP-Phone 7940?
(By Default, any WebAttendant users can use any extensions).

I guess this could be done in Call Manager settings. Try seeting the user permissions.
