I am installing a few new phones to an existing implementation. The Call Manager, TFTP and DHCP settings are all unchanged. The new phones register with the call manager, and can receive outside calls. However, I cannot place an outside call with these new phones. I dial a '9' and the number which should go out my primary PRI. However, the call never makes it to the VG200 and I hear a fast busy. I am able to go out a secondary POTS gateway though, by dialing a '99'. Any ideas?

You may want to check that the new phones are configured with a CSS(Calling Search Space) that has access to the Partition that your 9.@ route-pattern is configured in.

the new phones are in the same partition as the other (working) phones. I did notice that the phones I'm having issues with, have a Boot Load ID = PC03M030 and a H/W revision=1.0. All of my other phones have a Boot Load ID of PC030300 and a H/W revision=1.2
