Dear Sir,
Any idea to divert the calls from external( normal pstn) to internal voip structure. Then from our internal will be able to divert to outside. Please advise. thanks.

Translation Patterns (TP) is the way to go.
Lets say you get from PSTN:
Called number: 408 XXX YYYY
You can convert those 10 digits in either a 4 digit extension or another number by using Translation Patterns.
If you want to do some incoming calls to be redirected to the PSTN again, use the TP to convert it into a number that matches a Route Pattern RP and you will be done.
