i had created the call handler in accordance to the guides, after finish creation, i tried to double click CommServer/TechTools/StatusMonitor.exe, however it was showing no response. any idea?

What version of Unity are you running?
Are you running it via WTS? The old status monitor had some trouble in WTS, there's a new version available for later 3.1(x) versions of Unity you can download.

If you're at 3.1(1) or later you can download the updated Port Status Monitor from here:
http://www.ciscounitytools.com/App_PortStatusMonitor.htm
it works properly via WTS and has some nicer functionality/UI to it.
