Taking an external line from outside the office

Some knows like doing so that a person who calls from outside the office can take an external line to make a call? The version of CCM is the 3.1.3a

As far as i know there is no DISA funtionality on the CM, the best that i can think of is a "Hidden" option for an AA or an IVR where you can ask the user to provide a PIN an the phone number an make the call for him. Hope it helps.
